Methodology and Process of the Analysis The project adopted the transboundary diagnostic analysis (TDA) approach advocated by the Global Environment Facility (GEF) for its international waters focal area. TDA is a tool to identify the proximal, intermediate and fundamental (or “root”) causes of water-related issues that are priority concerns for the countries involved. The analysis also attempts to determine those issues that are transboundary in nature, in terms of their causes and impacts. These are best mitigated by measures agreed on a bilateral or regional basis (Talaue-McManus, 2000). The TDA’s other function is to provide the scientific rationale for the implementation of a Strategic Action Plan (SAP). A SAP is an agreed plan that subsequently guides the development and coordination of specific actions nationally and regionally. The TDA process is explained in detail by Pernetta and Bewers (2012), who describe the expected outputs/outcomes of a TDA as follows: 20  A comprehensive listing of environmental issues and threats;  A quantification of the scope and scale of each issue and threat;
