TDA-IME Project Final Report June, 2013 It is recommended that a Regional Code of Conduct on the Sustainable Management of Mangrove Ecosystems be developed, as a tool to inform government policy makers, planners, and the private sector about mangrove ecosystems. A regional study should be undertaken to assist countries to identify national policies that may actually be contributing to mangrove loss, or which are failing to protect mangroves because of, for example, an inadequate regulatory framework, sectoral/institutional weaknesses, or a lack of enforcement capacity (or will to enforce the regulations). 54 Propagules of Bruguiera gymnorrhiza; the floating, salt-tolerant fruits and propagules of many plant species give mangroves great dispersal capabilities.
