Transboundary Diagnostic Analysis of Indochina Mangrove Ecosystems

TDA-IME Project Final Report June, 2013 This report outlines good practices in relation to mangrove co-management principles, including case studies from Cambodia and Viet Nam. Good practices for achieving poverty reduction through livelihood enhancement, and for effective communication among different stakeholder groups, are also reviewed. The reasons for past management failures, including poor results from mangrove rehabilitation programs, are also described. The project’s main conclusion is that an integrated approach to mangrove ecosystem management is vital, following the ecosystem-based approach. This approach is popular in principle with most governments, but is difficult to achieve in practice. National legal frameworks still relate to the environment and forests in general, rather than to mangrove specifically. Considerable capacity development and information-sharing will be required to make coastal area planning and management more integrated and ecosystem-based. This will also require significant improvements in regional and institutional coordination and cooperation. This report contains a comprehensive set of general conclusions and recommendations on how such improvements could be achieved. 7
