Everyone  emphasizes  on  the  importance of  community  participation  but  our  experience  shows  that  we  cannot  work  easily  with  any  local  community  because  each  village  has  different  social  and  political  conditions. Without  proper  analyses  of  these  conditions,  we  cannot  work  well  with  the  local  community.
