Some Perceptions from Farmers Uncle Juean Teaysritong gave an interview on the strength of cooperatives and their success factors: “Being a cooperative member is beneficial to local people. It brings them together to buy and sell and this provides bargaining power. When you buy things, buying them where there is only one seller is expensive, isn’t it? With a cooperative, you buy at the distribution prices and you get cheaper prices.” “In my opinion, the first thing is to train people before setting up, in order to know regulations, rules and duties beforehand. Then, after setting up, they have to be strictly followed. Slacking anywhere means the work will not be effective. The regulations should be laid down and discussed.” “And the problems and obstacles that will be the real indicators as to whether the cooperative will be successful are the members, how well will they cooperate with each other? If they cooperate well, if they are honest with one another, then the cooperative will progress for certain.” “Even though these days the role of cooperatives is much less important because there has been so much development, there are still many stores. Lands have to be divided among siblings, so there is not much for each. There is not so much land for agriculture. And new generations have higher education. Many people take up other careers and not many want to be farmers any more. However, this is still something like a royally-conferred occupation; the lands are royally-conferred lands and this is the prototype that we have to maintain. Hupkapong: to a Sustainable Future The future of Hupkapong today lies in collaboration from the heart so that people can move forward together to the end sustainably that yields common well-being as in the royal speech delivered to the members of the Hupkapong Agricultural Co-operative Ltd. on July 28, 1975, during which His Majesty King Bhumibol Adulyadej said: “… Members should retain diligence, integrity, solidarity amongst us - all their virtues. With all this everyone will be developed, have stability and make a good living. There are certainly many obstacles to come because agriculture is a career that involves several factors, including both from nature and science. Nonetheless, if everyone cooperates, helps one another and makes progress, then when any obstacles come up, they should not be discouraged because they have one another to help out. And when the government realizes that we have industriousness and good intentions, they will be very willing to help. Hence, you should keep your virtues with intelligence and industriousness and you shall succeed…” บางแง่มุมจากเกษตรกร ลุงเจือน เตี๋ยวศรีทอง ให้สัมภาษณ์ถึงความเข้มแข็งของสหกรณ์ และปัจจัยสู่ความส��ำเร็จว่า “การเป็นสมาชิกสหกรณ์มีประโยชน์กับ ชาวบ้าน ท��ำให้เกิดการรวมกันซื้อรวมกันขายมันก็มีอ��ำนาจต่อรอง เราไปซื้อของ ไปซื้อเจ้าเดียวมันก็แพงใช่ไหม ถ้าเป็นสหกรณ์เราไปซื้อ ในราคาทีจัดจ��ำหน่ายเราก็ได้ในราคาที่ถูกลง” “ผมว่าทีแรกนะมันต้องอบรมกันก่อน ก่อนที่จะมีการจัดตั้ง เพื่อ ให้รู้ระเบียบ รู้กฎกติกาหน้าที่ก่อน แล้วก็พอเริ่มตั้งสหกรณ์แล้วต้อง ปฏิบัติให้เคร่งครัดเลยแหละ ถ้าไปหย่อนแล้วมันก็จะท��ำไม่ได้ผล เรา ต้องเอาระเบียบมาว่าเลยแหละ” “แล้วปัญหาและอุปสรรคในการที่จะเป็นตัววัดเลยว่าจะท��ำให้ สหกรณ์ส��ำเร็จหรือไม่ส��ำเร็จก็คือสมาชิก สมาชิกนี่แหละจะให้ความร่วม มือมากน้อยแค่ไหน ถ้าสมาชิกร่วมมือดี ซื่อสัตย์ต่อกัน รับรองสหกรณ์ ไหนก็เจริญ” “ถึงแม้วันนี้บทบาทของสหกรณ์จะน้อยลงกว่าแต่ก่อนมาก เพราะ เดี๋ยวนี้อะไรๆ เจริญขึ้นเยอะ ห้างร้านต่างๆ ก็มาก ที่ดินมารุ่นหลังๆ ที่พี่น้องต้องแบ่งกันคนหนึ่งจึงเหลือที่ไม่มาก ที่ดินไม่ค่อยพอเพาะปลูก และรุ่นหลังๆ เขาก็เรียนกันสูงขึ้น ก็มีไปท��ำอาชีพอื่นเยอะ ไม่ค่อยท��ำ เกษตรแล้ว แต่อาชีพตรงนี้มันเหมือนอาชีพพระราชทาน ที่ดิน พระราชทาน และที่นี่ก็เป็นต้นแบบ ที่พวกเราจะต้องรักษาไว้ต่อไป” หุบกะพงสู่อนาคตที่ยั่งยืน อนาคตของหุบกะพงวันนี้ อย่ทูี่ความรว่มแรงรว่มใจกันขับเคลื่อน ไปพร้อมๆ กันเพื่อจุดหมายปลายทางที่เป็นความยั่งยืนและประโยชน์ สุขร่วมกัน ดังพระบรมราโชวาทพระราชทานแก่สมาชิกสหกรณ์ การเกษตรหุบกะพง จ��ำกัด เมื่อวันที่ 28 มิถุนายน 2518 ดังความ ตอนหนึ่งว่า “...ขอให้สมาชิกรักษาความขยันหมั่นเพียร ขอให้รักษาความ สุจริต ขอให้รักษาความสามัคคีในหมู่คณะ ความดีทั้งหลาย ทั้งนี้ จะท��ำให้ทุกคนเจริญขึ้น มีความมั่นคง ท��ำมาหากินได้ดี เป็นที่ แน่นอนว่าอุปสรรคข้างหน้ายังมีอีกมากหลาย เพราะว่าอาชีพ เกษตรกรต้องอาศัยปัจจัยมากมาย ทั้งทางธรรมชาติ ทั้งทางวิชาการ แต่ถ้าทุกคนร่วมกัน ช่วยกันแล้วก็เกิดมีความก้าวหน้า ถ้ามีอุปสรรค ใดๆ ขออย่าให้ท้อใจเพราะช่วยกันได้ และทางราชการเมื่อเห็นพวก เรามีความขยันหมั่นเพียร มีความตั้งใจดี ก็มีความยินดียิ่งที่จะช่วย ก็ขอให้รักษาความดีด้วยความเฉลียวฉลาด ด้วยความขยันหมั่นเพียร และจะประสบผลส��ำเร็จ...” วารสารอุทยานสิ่งแวดล้อมนานาชาติสิรินธร Journal of the Sirindhorn International Environmental Park 25
