TDA-IME Project Final Report June, 2013 102 Potential Actions 4: Integrated and Regional Management Mechanisms for Mangrove Ecosystems EcoQO: Regional actions and governance mechanisms for mangrove ecosystems are implemented effectively to achieve conservation and sustainable use targets Action Category Potential Interventions Institutional Arrangements and Governance Strengthen or Create a Regional Inter-Governmental coordinating mechanism that addresses mangrove ecosystem conservation as part of the larger ecosystem based approach to watershed and coastal area governance (this mechanism could be developed from the formal mechanisms for regional cooperation established by the UNEP/GEF/SCS Project, and/or those currently operated by BOBLME and MFF) Convene, together with governmental agencies and regional organizations like BOBLME/FAO, MFF, PEMSEA, SEAFDEC, UNDP/RCAP and UNEP/ROAP a Regional Conference every two or three years to review coastal governance issues, including conference sessions devoted to transboundary cooperation and mangrove ecosystems Together with other regional projects and programs, organize regular symposia, seminars, workshops, etc., for policy-makers and practitioners on topics and emerging issues important to achieving successful transboundary mangrove ecosystem management Legal and Policy Reforms Initiate an expert-led regional review of the legal basis for all the Protected Areas in Indochina that include mangrove forests and make recommendations on strengthening management effectiveness to fulfill their legal status and policy objectives, including those under international conventions (Biosphere Reserves, RAMSAR sites, World Heritage sites) Identify potential new Protected Areas, especially transboundary sites, that would help conserve mangrove forests of high biodiversity value, and/or sites with good prospects for recovery of ecological health through restoration efforts Awareness and communication Create a Task Team of regional mangrove experts to bridge the science to policy gap, and help governments to better integrate environmental considerations into coastal development planning Develop the MFF website as a regional mechanism for information exchange on transboundary mangrove management, with dedicated content for key stakeholder groups (government agencies, coastal managers, community leaders, researchers, schools and universities) Human Capacity Development Formalize the current regional training courses on Integrated Coastal Management, Project Cycle Management, and Mangrove Restoration and Monitoring, offered by MFF/BOBLME, into a five-year capacity development program, linked to national training institutions and trainers.
