Transboundary Diagnostic Analysis of Indochina Mangrove Ecosystems

TDA-IME Project Final Report June, 2013 TABLE 24: Towards a Regional Strategic Action Plan (SAP) for the Indochina Mangrove Ecosystems. Proposed Objective: Mangrove ecosystems in Indochina are returned to full ecological health and further net loss and degradation of mangrove forests in the region is halted, and where possible reversed Themes and Ecosystem Quality Objectives (EcoQO): Theme 1: Mangrove forest conversion EcoQO: All existing healthy mangrove forests are protected and conservation legislation is 98 fully enforced Targets:  Legal, policy instruments and governance mechanisms are strengthened to achieve no further net loss of healthy mangroves.  The area of mangroves within designated protected areas is increased significantly, with priority to include transboundary sites.  National targets for mangrove rehabilitation by area and species composition are proposed.*  Indicators of forest quality/ecological integrity are included in ecosystem monitoring programs.  The potential of mangrove ecosystems for climate change adaptation and mitigation are fully realized. Theme 2: Mangrove degradation EcoQO: Degraded mangroves are restored and mangrove-associated aquatic resources are managed sustainably Targets:  National targets for mangrove restoration by area and species composition are proposed, with priority given to transboundary sites selected by the countries.*  Countries develop and share examples of sustainable management mechanisms.  Countries collaborate on joint management systems for mangrove-associated trans boundary aquatic and fisheries/aquaculture species. Theme 3: Research and knowledge Management Needs EcoQO: Scientific knowledge on mangroves is strengthened and applied more effectively to improve the success of mangrove restoration/rehabilitation, protect endangered species, and better understand the impacts of climate change on mangrove ecosystems Targets  Agree on and share best practices in mangrove restoration/rehabilitation at regional level, including demonstration sites.  Fill key gaps in scientific knowledge on mangrove ecosystems through new research (see list of research topics in causal chain analysis).  Establish a monitoring system regionally to study climate change impacts on mangrove ecosystems. Theme 4: Regional Cooperation and Integrated Management Mechanisms for Mangrove Ecosystems EcoQO: Regional actions and governance mechanisms for mangrove ecosystems are implemented effectively to achieve sustainable use Targets:  Harmonize national legislation and strengthen national to regional policies to halt further mangrove losses, with the area of mangroves under formal protection to be increased regionally by 30% over five years.  Establish an interdisciplinary regional Training and Capacity building program capable of training 50 people per year.  Convene regional meetings to: a) develop a regional Strategic Action Plan based on this report; b) formulate a regional Code of Conduct for Mangrove Ecosystems; c) develop a National to Regional Coordination mechanism for mangroves (such as an integrated committee of policy-makers and scientists). * The targets will differ significantly country to country, but will contribute to a measurable regional gain in mangrove area and ecological integrity.
