Transboundary Diagnostic Analysis of Indochina Mangrove Ecosystems

TDA-IME Project Final Report June, 2013 Objectives and Targets for a Future Strategic Action Plan The root cause analysis presented in Tables 21 to 23 documents the immediate and root causes of (1) mangrove conversion; (2) mangrove habitat degradation; and (3) weaknesses in scientific research and knowledge management on mangroves (“science-to-policy” gaps). The analysis was developed further to include a Regional Objective, together with four Themes and corresponding Ecological Quality Objectives and Targets for a future Strategic Action Plan (SAP) for the Indochina mangrove ecosystems, as shown in Table 24, plus potential interventions to be considered in the SAP development process (Table 25), based on the views of national and regional experts who attended the TDA-IME Project 3rd and 4th workshops. Potential Actions 1: Mangrove Forest Conversion EcoQO: All existing healthy mangrove forests are protected and conservation legislation is fully enforced Action Category Potential Intervention Institutional  Incorporate mangrove conservation into national and local development policies arrangements and Governance 99 (this is the most important intervention)  Increase the amount of mangrove forests coming within Protected Areas, especially at transboundary locations Legal and policy reforms  Strengthen legislation frameworks to action mangrove forest conservation enforcement based on incentives.
